    Neutralizer- Nikuyo doesn't have all five elements though, and this isn't an open technique for just anybody to learn. Would limiting the maximum uses per thread work? I was thinking five per thread regardless of rank

    Generic in the sense that it can be ANY element even though its only one. I think we were really hard on people just paying more to boost the power of their techs as that can understandably have severe unforeseen consequences. The only way I'd be okay with something like that is if everyone could do it hence why I ask it be completely Open and not restricted to individuals or singular villages.

    Hypothetically someone could steal it from his mind or he can teach it to someone.

    Limiting its uses would be better and five uses per thread is fine BUT this should be changed:

    "Nikuyo must pay an amount of chakra equal to what his opponent paid for the ninjutsu in question"

    It should be equal to the rank (complexity) of the technique as opposed to how much the opponent paid. Some people may have UAs for reduced chakra cost and this tech would infringe on some of the benefits of the UA if one could just counter it for the same cost of chakra.

He can then either touch what is affected by the technique to disturb the chakra that way or fire a crescent of chakra at it with the intention of neutralizing the chakra used in the opposing technique with this blast of chakra. This allows him to get rid of techniques an opponent may be using to enhance themselves and thus better level the playing field for him. The crescent is one meter wide.
    Weaknesses: Nikuyo must pay an amount of chakra equal to the power of the technique, and this technique doesn't actually harm his opponent in any fashion. All it does is neutralize a given jutsu, any injuring done afterwards must be done a different way. Chakra types Nikuyo doesn't know how to utilize, such as unknown elements, bijuu chakra, etc cannot be canceled by Nikuyo. Only chakra types he can manipulate, such as regular chakra and Suiton, can be neutralized as he knows how each of those types functions at its core as well as how to interrupt its functioning. Genjutsu is not affected at all, and this may only be used a maximum of 5 times per thread.



    Limited uses as suggested and changed it so that he must match the Power of the technique rather than the rank since a technique can be S rank in difficulty but only B rank in power. I would have made it the rank, but with our separation of Power and Rank I thought Power made more sense as a judge of chakra cost than rank would.

Rampage fixes that issue, with the name of the technique being derived from a state he would enter while fighting in the arena. He would seem to drift out of conscious thought, allowing his lighting quick and laser precise reflexes and instincts do the fighting. His strikes became far more brutal, oftentimes leading to the death of a foe in one blow. He also does not stop fighting when he decides to rampage, delivering an endless stream of attacks, parries, and counter attacks. When he gives in completely and totally to his desire to fight, maim, and kill his opponents he becomes a whirlwind of death and destruction.

    Utilizing Rampage to its full extent requires Heart of the Champion to be active, with its boost to Strength varying depending on how much Nikuyo has given into his desires. When the initial ++ from Heart is being used, Nikuyo may utilize this to the tune of a single + at 1 point upkeep per post. When he invests further into the technique, either one tier or one tier and one +, he gains a second + from this technique. When Nikuyo decides to go all in by taking the full boost of Heart of the Champion, he gains the full boost from this technique. This is a single + that may be allocated to Strength or Coordination, depending on how he wishes to dissect his opponents. This increases upkeep to 2 points per post, justified due to the the majority of boosts in this technique being tied to a technique that applies an active debuff to one of Nikuyo's stats.

    Weaknesses:Once the last boost has been chosen, he can't change which stat this last + is allocated to until he stops using Rampage, waits one post, and then reactivates it. However, he can't deactivate this technique at full power until Heart of the Champion has been deactivated at full power. This means he must either kill someone, be knocked out, be killed, or run out of stamina. Most of this technique's power is locked behind Nikuyo losing varying amounts of Intelligence as per Heart of the Champion, making utilizing this technique at full power a double edged sword in some instances.

This water doesn't linger, surging up with a vicious speed to impale Nikuyo's targets before melting away into the shapeless nature of water.
    Weaknesses: There is a safe zone around Nikuyo of one meter in radius where the technique does not take effect, as a way to safeguard him from any potential friendly fire. The water does extend over his head to protect him from above, but the area to his his sides will always be free of spikes. Additionally, the power and slightly increased speed for this technique are achieved only with a long string of handseals that are fairly restrictive when compared to other techniques of this rank.

    No. You already got away with a 1 point upkeep for your Unique Boost. You're not going to stack up to an A/S rank buff by only spending 2 CP per post.

    You can have it as a nova effect to justify it being A-rank. However, covering 25/40 meters in an instant slaughtering, attack would be excessive. Even Seedling Fern doesn't cover it's max range like that. In fact, I'm going to require you to nova it.     Rampage: I got away with the smaller upkeep because I paid a higher activation cost than I needed to for HotC. The rest of the boost from it is an exchange of intelligence for strength, which balances that tech out. Paying 3 upkeep for one or two additional generic pluses is not balanced for this technique, especially since I can't use the full power of this technique at will.


    SNH: what do you mean by "nova it"? Also, gotta weave 28 hand seals, slam my hands on the ground, all that jazz. There's plenty of warning that something is coming. If I cut the range to 25 and increase the safe zone to three meters, would that work?

    And paying 1 CP for a one tier + 2 advantage is nowhere near as balanced. Paying 2 CP more for an activation cost does not justify. Stop trying to break the system.

    You can pay a 2 CP upkeep for the first stage and 3 CP for the second stage, but you're not getting away with anything less.

    Nova meaning the spikes will start from around Nikky and move its way outwards to its maximum range. The amount of hand seals does not justify something being so grossly overpowered. You would have to metagame to assume a technique on that nature is being used in the end.

    Rampage- I took an equal intelligence hit specifically for that lower chakra cost. HotC is balanced within our system just like any other technique is, so please refrain from accusing me of breaking the system until I've actually done so. Rampage is a separate technique, and paying MORE for a smaller boost than usual is not only unbalanced but unfair especially considering the self imposed restrictions I've put on its usage. If you're going to make me pay more or equal for this technique despite these restrictions then I'm taking said restrictions out. Will edit later.


    SNH- This is no worse, probably better actually, than the ice release tech that generates massive spikes of ice at high speed with absolutely no warning. If I drop the length of the spears to 2 meters along with the other suggested edits on my end that would allow a decent shinobi to jump over the technique due to its brevity, get inside a generous safe zone, or get away once Nikuyo begins weaving an excessively long string of seals. I'll lower the range further to 20 if needed. Not everyone is going to be able to dodge every kind of an attack, I'd like to note. They'll be able to dodge some phenominally and others poorly, trying to make every tech easily dodgeable by anyone in any circumstance is not possible.

    Description: When Nikuyo decides he's going to get a little serious about hitting his opponent's hard, he oftentimes will restrain himself from striking them as hard or as quickly as he can. Rampage fixes that issue, with the name of the technique being derived from a state he would enter while fighting in the arena. He would seem to drift out of conscious thought, allowing his lighting quick and laser precise reflexes and instincts do the fighting. His strikes became far more brutal, oftentimes leading to the death of a foe in one blow. He also does not stop fighting when he decides to rampage, delivering an endless stream of attacks, parries, and counter attacks. When he gives in completely and totally to his desire to fight, maim, and kill his opponents he becomes a whirlwind of death and destruction.

    This technique grants a boost of 2+ to Strength, with a third + able to be invested into either Strength or Coordination depending on how Nikuyo feels like killing his opponent that day. Once chosen, it can't be changed for the rest of the thread.

After a very brief pause, the time it would take to say the word "it", the chakra will surge upwards and at random angles in the form of hundreds of needle thin and razor sharp spikes of water three meters in length. This water doesn't linger, surging up with a vicious speed to impale Nikuyo's targets before melting away into the shapeless nature of water.
    Weaknesses: There is a safe zone around Nikuyo of three meters in radius where the technique does not take effect, as a way to safeguard him from any potential friendly fire. The water does extend over his head to protect him from above, but the area to his sides will always be free of spikes.







    Rampage: Made it a regular technique


    Super Needle Hell: Cut the range in half, increased the safe zone around him, cut the speed to A.
