    Description: This is a powerful technique that is a masterful fusion of Fuinjutsu and Ninjutsu that allows the user to instantaneously transport themselves to a location they have marked previously. To activate this technique, the user places a special seal or "technique formula" (術式, jutsu-shiki) to mark an intended destination. After this is done, they can at will enter a dimensional void that instantaneously transports them to the location of the seal at such high speeds that everything around them appears moving in slow-motion. The mark can be applied to almost any area through brief physical contact, including an opponent or other surrounding feature the only evidence of doing so being the "(Insert Color) Flash" left in their wake. Because this technique is able to affect anything that is in contact with the user or somehow connected to their chakra, they can also use this technique to teleport other objects or people (As long as they are currently in contact with them before the jump), though the size of the object dictates the amount of chakra required. In order to place the seal itself, the user is required to pay the chakra price, while needing to pay it again for each additional jump through the technique. The speed of travel when teleporting occurs at one Tier and a + above the user's speed, while granting them a + to Perception for a single post after exiting a jump (does not stack with multiple jumps). When transporting the user only, across the base distance of 60m, the price remains the same, however when transporting other people the price is paid for each additional person. A user is also capable of increasing the distance they are capable of traveling by 5m for an additional 10 Stamina, up to an additional 20m for an additional 40 Stamina. The jutsu-shiki is highly complex when placed, requiring not only equal or greater Intelligence to the user to decipher, but also the Ninjutsu Skill as well as the Fuinjutsu Skill to decipher and remove, making it practically impossible for all but the most specialized to remove it or even detect its presence. The user maintains an awareness of all seals placed, so long as they are within 60m of the user.
    Weaknesses: This technique is highly chakra intensive, even when the user is only transporting themselves. This is compounded when they are transporting others, or themselves across great distances.

    Footnotes for further review: Perception check to notice the seals in place. If passed, then an Intelligence check to predict the next seal to be used. Set these low enough that the primary weakness of this technique is in predicting its use.

    Two ranges of use: within topic and outside of topic, adjust costs accordingly. Tentatively 10 points per movement within topic and 15 for out of topic with an additional 15 for every half of a country traveled. Each additional person costs half of the original amount: 5 points to port within topic, etc., etc..

    Interruption window based on user's own stats, tentatively Speed. Can be interrupted by faster Speeds than base at distances started with one meter and increasing by one for every +. 1m at equal, 2m at + higher, etc., etc. Always uses user's base Speed, but opponent can use boosted Speed.

    Other staff will looks this over and we'll do much of the discussing for it among ourselves, but this groundwork certainly helps to get the process over with quicker.
