:: Upon reaching B Class, if the shinobi is also a Chuunin, they must approach the current Hokage to be able to learn a single B Rank Exclusive.
:: Upon reaching A Class, if the shinobi is also Chuunin, they must approach the current Hokage to be able to learn a single A Rank Exclusive
:: Upon reaching S Class, if the shinobi is also Jounin, they must approach the current Hokage to be able to learn a single S Rank Exclusive. Eight Gates will be offered by the Hokage at S-Class before any other Exclusive will be offered.
:: Upon reaching X Class, if the shinobi is also Jounin, they must approach the current Hokage to be able to learn any exclusive they can learn.
2: Rank Ups
:: Chuunin: The Genin is required to succeed in 4 missions -- at least 1 being a mission with another shinobi (Not a solo) and seek out the Hokage for a rank-up exam. This exam can be anything from fighting another shinobi to anything else the Hokage may deem fit.
:: Special Jounin: The Chuunin is required to succeed in 6 missions -- 2, at the least, being B-Rank Missions with other shinobi. The Chuunin must then seek out the Hokage for a rank-up exam. This exam will be much more demanding than the Chuunin exam.
:: Jounin: The Special Jounin is required to be, at least A-Class. Seek out the Hokage. The Hokage will grant you an IC mission to perform. Successfully performing it and returning alive (without assistance from others -- unless they are also being tasked) will grant the Special Jounin a Promotion to Special Jounin.
3: Accepting Foreigners
:: Kumogakure Refugees: Allow them entry and escort them to the Hokage in the Hokage's office.
:: Kirigakure Shinobi: Grant them access due to alliance.
