C wishes to extend the Wastelands to the entire planet essentially turning Earth into a hell hole where the Dragons rule the skies and lands. They choose a champion to help them slowly spread their power and influence. It was rumored that they are even alien species. Which is partially true, as they did come here from another dimension. Brought here by the Otsutsuki's of old. At some point of their long arduous history, they learned how to harness Sage chakra. Through their history they have come to fight with the Snake Sages of Ryuchi Cave. Hizashi defeating the old boss of the Dragons, forced the two into peace.

C is the Boss Summon of the Dragons of the Watahshi Wasteland. He oversees the vast and apocalyptic lands of the Watahshi Wastelands and is responsible for training and instructing the Dragon Sage. C is a massive black dragon, his size rivals that of a Bijuu and he has often been mistaken for one when flying across the world. C cares little for the humans but he does recognize their usefulness and to that effect he trains a Sage to represent the Dragons' interests. C regards other summons with utter contempt and has warred against other contracts in years past. His ultimate ambition is to subjugate all other creatures and eventually subjugate all of the Earth. He realizes the difficulty of this plan and thus bides his time, accumulating more power and influence so that when the time is right the Dragons will reign supreme. Unlike humans who tend to think in terms of decades or centuries, C thinks in terms of millennia and to that end he is considered one of the most patient creatures on the planet. No one knows exactly how old he is but some suspect he predates the Earth itself although none have been able to prove it.

For the Longest time it was believed that Tuseoth did not possess wings, a strange affliction among Dragons, however it was later discover that Tuseoth did in fact have wings however they were so small his abnormally large scales hide them from view and they were far too weak to grant Tuseoth any sense of flight. Tuseoth is by far among the slowest of the dragons due to his lack of flight, however he is able to make up for it with powerful strikes as well as the massive Morningstar-like boulder at the end of his tail.

However, this Summon changes that perspective as is summons a Swarm of 100 Pseudo Dragons that operate with a Hive Mind Mentality. (meaning they cannot operate independently of the swarm) They Share their Chakra pool and when a technique is activated all their small flames add up to the techniques power. They can be summoned as a Distraction, swarming the opponent to cover the summoners escape or to possibly even allow a sneak attack against the target due to the sheer amount of small Fist size Dragons flying around them.

It is believe that it was Raava that created the world in which the dragons reside in when humans began hunting them down for sport as a way to protect her children.
