The Carmine Quarantine Crisis

Background & Belligerents
A mysterious and lethal version of the plague has broken out in the Land of Sea. This version is far more troublesome than previous iterations of the illness and has caused alarm throughout the ninja world.
Out of fear, the island nations surrounding Sea (Taro, Jiro, Crimson State Island, and Kiko) impose a mandatory blockade and quarantine of the island. They name themselves the "Carmine Collective" in honor of the politician who proposed the blockade. The nations conspire to not allow any one through. Part of this is out of a real concern to stop the spread of the sickness and part of it is so that they can weaken Sea enough to divide it amongst themselves.
The Land of Sea requires medicine, food, and supplies for its dying people. They thus wage a war of desperation to break the blockade. Unfortunately, while there is a humanitarian aspect to their actions, the Land of Sea is not without guilt. Rather than trying to merely cure the illness, they seek to weaponize it and sell it to the highest bidder. They believe that this is the only way that they can financially recover from the ruination of this pandemic.
Special Reward
The faction that wins this Theater of War will receive access to The Shinobi Instrumentality Project. As part of the research gained from this war, scientists were able to synthesize and harness the power of this virulent plague in the form of a serum. When this serum is applied to a KKG organ, that organ can be implanted by anyone with the help of anyone with the Ijutsu Skill without worry of failure (automatic 76-98 Consequence Level outcome). Additionally, it will provide an aesthetic touch to the implanted KKG ability (ex: Senju wood with a burnt smoky texture, black ice release, etc).

Description: The Land of Sea's population is starving and dying of severe illness. They have contracted with a certain organization to provide a Cargo of food, medicine, and other supplies. The Carmine Collective refuses to let this Care package through citing that the situation is far too dangerous. They also accuse the Land of Sea of hiding dangerous weapons and materials that will be used to further their plague weapons project. The Land of Sea has hired a shinobi to protect the ship containing the care package. The Carmine Collective have hired a shinobi to destroy the ship. Victory is declared when either the rescuers or interrogators are incapacitated/defeated.

Mission Goal: Kill/Protect Carmine
Description: Carmine is the brainchild of the current blockade. He proposed the draconian measure at a meeting of the four island nations surrounding the Land of Seas. He is both the ideological and literal figurehead of the Carmine Collective and if he dies, the entire operation will be dealt a severe blow.
The Land of Seas has hired a shinobi to take out Carmine. They have received sensitive intelligence that he is currently on vacation at his secret resort. The Land of Seas has managed to cripple his security detail but apparently the Carmine Collective has hired a last minute mercenary to guard their leader. Victory is declared when either the assassin or protector is incapacitated.

Mission Goal: Secure an KKG Organ
Description: The Land of Seas is dangerously close to perfecting a highly classified application for this new super-plague. However, they need one last ingredient to complete testing: an organ from someone with an Advanced Release KKG. The Land of Seas has received word that one of the hired guns from the Carmine Collective has been spotted doing surveillance in the area. This hired gun fits the necessary requirements for being an unwilling organ donor. They want you to take an organ from them. In turn, the Carmine Collective is pushing forward with its own version of the project and they have the same needs. Victory is declared when one side is defeated in combat.
DISCLAIMER: This mission is a sharp departure from the normal rules governing War Missions. This is an extremely dangerous mission that will have lasting consequences for the players that choose to accept it. If you lose, you will lose an organ. You do not need to take a permanent flaw for this because the losing faction will find a way to heal you (likely with the help of the Heavenly Emporium) as consideration for the trouble you went through. However, you must retain a flaw for 6 months IRL after the mission. Losing this mission is meant to be a traumatic and visceral experience for the loser and should be RPed accordingly. Due to high demand, this will be a first come, first serve mission.

Description: The Land of Seas is operating a massive research installation that is being used to manufacture a weapon out of the super-plague. The Carmine Collective wants it gone and its research stolen. They have hired a mercenary to infiltrate the institute, steal the files, and blow it all to hell. Meanwhile the Land of Seas have hired a protector to defend the installation. Victory is declared when one side is defeated/incapcitated in combat.

Description: The Land of Seas is making a last ditch effort to break the blockade. They have wisely saved all of their military ships for one major confrontation with the enemy. They have hired two shinobi to help command their battleships at Sea. The Carmine Collective has done likewise. Victory is declared when one side is defeated in combat.
Payment: 100,000 Ryo
Maximum Number of Participants: 4 (2 on each side, split into two topics)
Conclusion
After a bitter and hard fought war, the Carmine Collective emerged victorious in what is widely considered to be a decisive victory. The Land of Seas' desperate attempt to supply itself with food, medicine, and the much needed materials for its bio-weapons program was scuttled by Seigi Douchiwa. The lack of supplies plunged many regions into chaos and starvation. This coupled with the destruction of their research installation by the very same shinobi broke any hope of defeating the combined might of the Collective. Carmine, who had narrowly survived an assassination attempt thanks to the efforts of Shimiko Chinoike, was able to continue to skillfully lead his faction. He battled competing interests and kept the nations of Kiko, Crimson, Taro, and Jiro united despite the turbulence of the crisis. Once it became clear that the Land of Seas could no longer tolerate the blockade, Carmine managed to successfully negotiate their unconditional surrender. The nation retained sovereignty in name only. It is now jointly occupied by the Collective which rules the once mighty Southern island with an iron fist.
This Theater of War is officially considered completed. Others may take the remaining missions for storyline, money, or in the case of the Shinobi Instrumentality Project Phase I, an organ. However, these latecomers will be ineligible for the Special Reward granted by this Theater of War.
Victors: Shimiko Chinoike and Seigi Douchiwa will each receive access to The Shinobi Instrumentality Project.
