Unique Abilities:
-Alchemist: All chemicals synthesized by Alisa have their rank increased by one.
-Sensitivity: Perception increases by one rank when trying to detect other players or genjutsu, but Constitution decreases by one.
-Efficient Crafter: All chemicals can either have their crafting time reduced by half or their price reduced by half, but as a result, the other amount doubles.
-Scatterbrained: Increases Intelligence by one rank when crafting chemicals, but Coordination is decreased by one.

Appearance:

Alisa is a girl of diminutive size, weighing in at 90 pounds and measuring in at 4'11". Although she is a ninja, she rarely goes out in the field, and instead stays back at home base to strategize. As a result, she can get away with dressing in fine clothes and garments. All of her clothes have a smooth texture; rough textures and tags feel irritating against her skin. She is exceedingly pale as a result of natural albinism. When she walks, she moves in an erratic manner, as if unused to her own feet. Alisa lacks basic hand eye coordination, so she often grips things very tightly. Her voice is soft and soprano, yet every word carries.

History:

Alisa was born to two unnamed ninja who are now deceased. She grew up without a family in the orphanage of Kiri, and when she turned two it was clear that something was different about her. When she turned three, she was diagnosed with autism. As a result, she has severe echolalia, and cannot formulate sentences on her own. Additionally, she is very sensitive to loud noises, irritating fabrics, and minute changes in temperature.

Around age five, it was discovered that she has prodigal talent in the field of chemistry, and has been trained by a local medicine man ever since. Once she hit age eight, she attended the ninja academy, and although she lacks a lot of features necessary to pass, her work ethic and talent with chemicals let her become a ninja at age 12 under one condition: she never left home turf, and instead became a military consultant in chemical warfare- basically, a chemist of wartime. She specializes in liquids and gases, but can occasionally work with solid materials.

Personality: She is very sassy in behavior and constantly very upbeat, for whatever reason. She is quick to warm up to people, and often expresses her feelings with hand signs and elaborate games of charades. She spends most of her time observing animals, and literally brewing mischief in her dorm. Alisa gets irritated easily when people don't understand her. When she dislikes someone, she gets an attitude with them. She doesn't get lots of jokes and metaphors, but if you explain them patiently, she'll like you better for it.


Roleplay Sample: Alisa sat down tiredly, inspecting her fingernails. Blood and dirt were caked on the tips. She had gone foraging for plants earlier, and had to use her fingers to dig to their roots. She ended up with a soggy piece of hemlock, Juniper berries, and pine tree bark. With no idea what to do with them whatsoever, she shoved them in the drawer and continued her research.

"Alisa? It's me, Jehan." knocked the Old Man. He took care of her since she was little, and their relationship was one of mutual trust.

"It's me," she repeated. She scratched the back of her head, wondering if he had found out about the stink bombs she had synthesized earlier in the week. She hoped not...

"It's about the stink bombs."

Dammit. The door swung open, and in walked the old man. Though he was a stern fellow with a compassionate side, but right now all she could see was the former. She swallowed, and hoped she wouldn't be in too much trouble.

You've got the right idea with your stat boosting UAs, but you need to add conditions for them to activate. You could have increased Intelligence when using Genjutsu or when fighting against certain types of opponents, for instance, and Coordination would decrease at the same time that the Int increase is active. The conditions can be whatever you want; you might look at some already approved applications to get some ideas -I know plenty of characters have abilities like these.

In general, a stat dropping below E-Tier is very bad. Below E-Tier Constitution usually means death, and below E-Tier Coordination usually means paralysis. So keep in mind that it's going to be in your best interest to not actually use these abilities IC until you get your Con and Coo up to D, so as not to horribly handicap yourself. You can still set the conditions however you want; just opt to not use them until your stats get up to par.

An Intelligence boost to Chemistry will allow you to craft things one rank higher than you normally would be able to, which is a great bonus, but the loss of Coordination won't hinder you at all, since Chemistry doesn't involve Coordination at all. With this stat boost in particular, you'll need to have a flaw that either weakens the Chemistry things you craft, or a stat reduction in some other field that you're invested in. A One-Tier Reduction to Stamina when using one of your elements would do. Or you could reduce Coordination by one Tier when using Ninjutsu of any kind, since you have three elements falling under that category and your hand seal speed would be affected.

You'll need to isolate your free UA a little bit; a one rank increase to all Chemistry is just a little too high for a free UA. You can have a one rank increase to your poisons, your drugs, your medicines, your compounds, or your provisions, but only one of those areas. Most people would go with one of the first three, since those are the most used fields of Chemistry.

Everything else on your app is fine, except for your Roleplay Sample. You're starting as a Chuunin, so while it doesn't need to be super long or impressive, like it would for a Jounin, I do need a little more. Maybe another paragraph or two, and you should be fine.
