As a note, I find the limited slots for all restricteds -- other than Canon Entities, Rinnegan Paths, and Restricted Clans -- to be new player/character unfriendly. This heavily favors all of the older players/characters and the limited slots just leave the new players (seeing a completely full list) wanting. One would have to wait for someone to go inactive during an activity check in order for a slot to open up, which I find is extremely limiting, and not very friendly to new players -- especially since some of this stuff would help with "player power fantasy" which roleplaying sites tend to lean into. And because having certain abilities would be fun to have. So here is my proposition:

That and I find it weird to allow someone to be a Jashinist by their kage. I'd rather personal character storyline and/or desire to obtain said Restricted to trump whatever the user's Kage wants -- assuming their Kage would be inclined to even give it to them depending on the OOC relationship between the players. I also found this as a way to exercise favoritism.

+Primarily made a lot of them based off of word count as I feel effort and IC reason for obtaining certain thing to match being on a roleplaying site. The high word count requirement may serve as a filter to some, but if someone really wants a Restricted, they'll put in the effort. This should get the idea I was trying to get across. I found it unfair that it appears that the same 5-6 players have the vast majority of the VERY limited restricted slots available. This would be unfair to new players and new characters that want to have something special as a reward for their character for reaching S Class (or X Class) instead of waiting for someone to go inactive or a character to die. The current system is dated and more relevant to a MUCH MUCH MUCH smaller site, but this is not future proof and may be subject to favoritism -- in the event someone upsets their kage OOC, they will not be rewarded with a Restricted. I feel that a filter of a word count to obtain will help further a character's growth and development rather than it being stunted because of some arbitrary limitation like slots.
There may be an argument of "This will not encourage creativity and diversity" which is actually incorrect. Certainly people would gravitate towards more popular things such as Flying Thunder God, but that is due to lack of other things created that is more open to the general public. And the fact that people call "dibs" on something when it hasn't been performed is also another way to encourage favoritism which will cause resentment to spread. I do suggest the staff create more things such as Human Puppet being an Enhanced State and adding potentially more Techniques. Diversity will come with what people would see as fitting for their character and the high word count would work as a big enough filter. Speaking of Word Count, each Restricted may also have their own specific word count requirement to obtain -- I used the 5000-10000 as a placeholder for such a thing.
I know it might be bias for me to say, but I feel this is a more fair and just manner of distributing Restricteds than the current system which is meant for a much smaller site, which is outdated, which also isn't fun and is actually crushing for those that want a specific thing but cannot have it because "I was here first". I believe it's time to change the system and for the better. I propose this to the staff as an idea and framework to bettering the system and cutting down on the slots. Thank you.

Restricted Progression System

- The Gladius Restricted Progression System is the site's method of distributing Restricted abilities. These include (but are not limited to): Bijuu, Sage Mode, Mayfly, and other techniques such as Flying Thunder God (FTG). The system is designed to allow everyone a chance to obtain Restricteds of their choice as they near their character's maximum potential. While there are various ways to receive a Restricted (either by being given one or stealing one), the progression system is one of the most straight forward ways of obtaining a Restricted.
Ways of Obtaining Restricteds
:: 1st Restricted: If the user starts as a D Class, they will obtain their first Restricted upon reaching S Class. If the user started at B Class, they will obtain their first Restricted upon reaching X Class.
:: 2nd/3rd Restricted: May be obtained through IC events (Such as quests or learning from someone who knows the jutsu) and may be obtained upon reaching certain amounts of Renown.
:: Upon Creation: Some Restricteds may only be obtained upon Character Creation. This includes Dual KKG and Otsutsuki. These may ONLY be obtained upon Character Creation and will take up your 1st Restricted Slot.
Restricted Slots
Players are allotted a maximum of 3 total Restricted Slots.
These slots can be filled with 3 main categories:
+Entity: These are basically Bijuu and other large creations. User may only have 1 Entity.
+Enhanced State: These are special abilities that may or may not change the user's physiology greatly -- this includes Human Puppet. User may only have 1 Enhanced State. The user may have 2 Enhanced States if they trade in their ability to gain an Entity. Doing so, the user will never be allowed to gain an Entity as this character, but will have access to 2 Enhanced States.
+Techniques: These are specific one-off jutsu that are deemed extremely powerful and were thus created as Restricted Techniques -- this includes jutsu like May Fly and Flying Thunder God. User may have up to 3 Techniques.
The user may not exceed category limits nor exceed having 3 Restricteds.
Obtaining your Restricted
Depending on the Restricted will determine how one may obtain the Restricted. Each Roleplay required must be approved by Staff. There are several ways of obtaining your Restricted:
Entities
:: Canon Entities: Canon Entities such as the Canon Tailed Beasts will all have a limited number to each -- 1 Jinchuuriki for each Entity. There are several ways to claim a Canon Entity- This applies to Canon Entities that have not been taken. The user must make a 5,000-10,000 word RP (their own personal word count) encountering the Entity and will require a user capable of using A Rank Fuuinjutsu to seal the entity into the user.
- The user may track down an owner of a Canon entity and may forcibly rip the Entity out of the user (just like how Akatsuki pulled out Shukaku from Gaara) and will also require a user capable of using A Rank Fuuinjutsu to seal the entity into the user.
- A user of a Canon Entity may surrender their Entity to another. This also requires an A Rank Fuuinjutsu user to remove the entity from the previous user and seal it into the new user.
:: Other Entities: This includes Chimera and Investing Skill. These Entities do not have any slots but will require a 5000-10000 word roleplay on how they unlocked it.
:: Custom Entities: These are entities that are completely created and custom by the user. Generally slightly weaker than the Canon Entities. There is no limit to how many Custom Entities are available. These will generally require a 5000-10000 word roleplay on how they unlocked it. The user may App their Custom Entity, but may not use the Custom Entity until their Roleplay has been accepted.
Enhanced States
All of these Enhanced States have no special limit but may have special requirements in order to obtain. Depending on how it is gained will depend on the type of Enhanced State gained.
:: Perfect Sage Modes: These Sage Modes are obtained with a 5000-10000 Word RP obtaining it. The user must go to the specific roleplaying area (or places resembling the area) to obtain this. There are no limiting slots for Perfect Sage Modes.
:: Imperfect Sage Modes: These may be taught by a user of the Perfect Sage Mode. There isn't a word count requirement in order to obtain, but the Sage Training topic must be approved. A Perfect Sage may only train 3 people to become Imperfect Sages.
:: Bloodline Specific Enhanced States: This includes Enhanced States such as Kotoamatsukami and Eternal Mangekyou Sharingan (EMS). The user must fulfill the requirements stated in the Bloodline Specific Enhanced State. There are no limiting slots for Bloodline Specific Enhanced States.
:: Custom Enhanced States: The user must write a 5000-10000 word roleplay on obtaining their Custom Enhanced State. There are no limiting slots for Custom Enhanced States. The user may App their Custom Enhanced Stage, but may not use the Custom Enhanced State until their Roleplay has been accepted.
Restricted Techniques
The most fluid and the Restricted that may be added onto most frequently. There are no restrictions to obtaining a Restricted Technique other than some requiring Village Specific requirement with the user needing to be a shinobi of that village in order to obtain (such as Kirisame and Lightning Release Armor). In order to obtain a Restricted Technique, the user must simply write a 5000-10000 word roleplay on how the user learned the Restricted Technique.
Restricted Clans
This includes 'Dead Flesh Pulse Clan', 'Nature Clan', and 'Gravity Clan'. These limits will be set by the Clan Leader (or whoever is the OOC Clan leader) to set limits on how many people may be of this clan. The user must successfully pass 2 Activity Checks and, if there is availability, they can make a character with this clan. Membership in the clan will reduce the number of members available to the clan.
Losing your Restricted
:: Activity Check: The only restricteds you are capable of losing are Canon Entities, Rinnegan Paths, and Restricted Clan slots. Once you fail to meet an Activity Check, you will lose your Restricted Slot, opening it up for others who may way that specific Entity/Clan slot.
:: Forcibly Losing Your Restricted: If the user has a Canon Entity, it may be forcibly removed from the user with a Seal User unsealing the Bijuu and resealing the Bijuu. This may be done on a corpse without the player's permission.
:: Surrendering your Restricted: The user may surrender their Restricted (this applies to all Restricteds). Doing so, the user will not be able to obtain this specific Restricted ever again as this character. This may be useful if the user wishes to change what they have in their Restricted Slots (such as changing their entity, changing their Enhanced States, or changing which Techniques they have). - This applies to Canon Entities that have not been taken. The user must make a 5,000-10,000 word RP (their own personal word count) encountering the Entity and will require a user capable of using A Rank Fuuinjutsu to seal the entity into the user.

- Everything is available to everyone freely upon reaching S/X Rank (depending on if the user starts at either D or B Rank respectively) except for Canon Entities, Rinnegan Paths, and Restricted Clans (which are dependent on current availability, but may be apped like the others if there is availability). This means that when the user is eligible to obtain a Restricted, they are capable of fulfilling the requirements stated in the Restriction Progression System. The user must first app (for custom Restricteds) or request which Restriction the user wishes and then write a 5000-10000 word roleplay obtaining this Restricted. Once those are done, this must be approved by the staff before the user is capable of using.
Limiting Factors
The staff may deny users their Restricted based off of the following:
:: The Quality of the roleplay required to obtain the Restricted
:: Restricted Slots (Entities, Enhanced States, Techniques) of the user. The user may not have 2 Entities, the user may not have 2 Enhanced States. The user may not have 4 Restricteds.
:: Possession of Limited Slot Restricteds by the player's other characters. This being that a single player shouldn't own 2, 3, 4, etc Canon Entity, Rinnegan Path, nor Restricted Clan. This is to ensure other players have a chance to obtain the Canon Entity, Rinnegan Path, or Restricted Clan.
:: User's activity. If the user doesn't show signs of regular activity, they may not be rewarded any Restricted. This will be on a case-by-case basis -- but it is recommended that a user be active before rewarding them their Restricted -- especially Limited Slot Restricteds (Canon Entity, Restricted Clan, Rinnegan Path)
:: Any victories when forcibly stealing some Restricteds.
:: Successful application when creating Custom Entities or Custom Enhanced States.
:: Ensuring the roleplay required for the app has met it's word count minimum and that staff are in agreement that the roleplay was sufficient enough to reward the Restricted.
Limitations on Restricteds
:: A Character may only have a maximum of 3 Restricteds.
:: A Character may only have 1 Entity at a time (whether this is a Canon entity, Other Entity, or Custom Entity)
:: A Character may only have 1 Enhanced State at a time
:: A Character may have as many Restricted Techniques as they have Restricteds available.
:: If a user obtains a Restricted at Character Creation (such as Rinnegan, Dual KKG, Otsutsuki, etc), this will count as the user's S/X Class Restricted and will count towards it's specific category. These Restricteds are also limited to 1 per person.
Hardcore Restrictions
:: The user may only have 1 set of Restricted Boosts active at once. While the user may receive the other perks from both Restricteds simultaneously (assuming the user has both active), the user will only receive the boots from one of those Restricteds. The user may switch between the two sets of boosts as desired.
