    A lone heavily armed and armored woman stood in the streets facing the wreckage of what had once been the main administration building of Kumogakure.  Once upon a time this had been her office space, a place where she filed paperwork pertaining to the entire country but now it was nothing more than a ruin.

    “Tis true then. Rajin really did raze the city.” She quietly whispered to herself.  Even though she had been far away she had heard about the attack. She just didn’t want to fully believe it until she saw the damage with her own eyes.   Kumogakure was famous for standing untouched throughout the war, the idea it could fall only a few years later when the world was at relative peace was so preposterous and sensational that the news had spread like wildfire, eventually reaching the former Raikage at her overseas retreat.

    She had rushed back at full speed only to find the village occupied by a small legion from Kirigakure. Another voice that wasn’t hers whispered inside her mind to slay them immediately and reclaim the land that was rightfully hers but Ryuko ignored the voice for the moment, restraining it with the reasoning that she needed to know more about the situation before she made any decisions.   Acting in haste when the situation was clearly no longer urgent could lead to disastrous results.

    It would have been one thing to arrive while the so-called Dragon king was in the middle of his assault.  If that had been the case she would have taken her spear and attempted to skewer him on the spot consequences be damned.  A simple solution to a cut and dried problem.  Now though things weren’t quite so easy to solve.

    Oh sure she could take back the city if that was all she wanted. As things stood Ryuko by herself was the strongest military force in the entire land of lightning. Her influence on the field of battle was enormous.   With Valen the Jounin Commander of Kirigakure having returned home there was none among the occupation that could possibly hope to oppose her.

    The thing was If she went out  for battle to take back her land, even for the smallest of skirmishes it would almost inevitably escalate into another war.   She doubted the Princess Triumvirate would take kindly to losing their newfound territory in such a violent manner.

    The option of negotiating with the Trio was also on the table but the fact Ryuko owed one of them a marker also made things more complicated then she would have preferred.  Just about the last thing she wanted right now was to owe the Princesses another favour.  Even if they gave her back the Land of lightning peacefully she knew damn well that it would come with heavy strings attached.

    As for the rest of her territory, such as the land of Frost and Snow she might as well kiss them goodbye.  As mighty as she was, Ryuko could only be in one place at one time.  By herself she couldn’t possibly hope to hold onto all that land even if she could take it back by force.  Even If and it was a BIG if the princesses deemed to give her the Land of Lightning back she doubted they would seed anything else to her when they had all the virtually all the cards in their hands.


    Say she did get Kumogakure back. That would only be the beginning of her problems.  She’d done some investigating upon her return, trying to figure out how things had led to this and along the way had discovered that the village was essentially bankrupt.  According to the bank’s ledgers Rajin has taken the fast bulk of the money in the vault and Valen had made out with the rest.  Her only consolation, however minor, was that Kiri was at least attempting to repair the damage Raijin had done.

    Where was the money to fund the village going to come from if she took back control?  As a Queen she was fairly rich for an individual but her pocketbook wasn't infinite.  If she poured her money into the village it would live, only for her dream to reach the stars to die.    She’d already sacrificed so much blood, money and tears for this country.  How much more did she have to give before it  was done with her?

    She could try tracking Raijin down to squeeze reparations out of his cold hard corpse but she had a feeling he’d likely already blown most of what he’d taken given how sloppy he seemed to be.  For all his bluster he’d only managed to wreck a handful of buildings and the training grounds.  Extremely annoying but nothing that Kumogakure couldn’t bounce back from.  If it had been her trying to neutralize an enemy village she would have levelled the entire thing to the ground then blown that up for good measure so not even any underground bunkers would remain.  

    With her heightened perception she could hear the muted whispers from people on the street as they watched her. Some wished for her to return to power while others blamed her for the current turn of events, despite the fact she wasn’t the one in charge when things had gone down.   Responsibility was supposed to lie with the Twins. Yua was the Kage with Yui and Seid to support him.   They had one job, just one.  How the heck did they managed to fuck it up this bad to the point another village had taken over the entire country?

    The administration building might be gone but the gate records were not. According to those, the Twins had essentially rolled over and allowed Raijin to enter the village unopposed.  To be fair Shinra had offered Society members amnesty if they renounced their ways but that had been a time limited offer that had expired a long time ago.    He’d had his shot and he’d blown it. There was absolutely no reason to let him inside the village let alone allowing him to gain control of it.

    He was a very dangerous man, enough that he had once beaten Ryuko herself in a battle.  That said she wasn’t the type to make the same mistake twice and she was confident she could overcome him if they clashed again, especially since word on the street was that he had lost possession of the zero tails and was thus weaker then during their last confrontation.

    Considering the Twins had the power of Shukaku inside them and an entire village worth of backup they should have at least been able to drive Rajin off even if they couldn’t out right kill him.   The entire point of being the Raikage was to protect the people of the country from threats that ordinary ninja couldn’t handle or to die trying.

    Honestly speaking if it had been just about anyone other than the Twins in charge as her successors Ryuko would have been tempted to hunt them down and execute them for dereliction of duty.   The only thing holding her back was the fact they were family and the thought that Shimiko would never forgive her.

    This is why you should never trust a Jashinist.   We should burn the filthy heartics where they stand.  Another voice calling for blood rang through Ryuko’s mind, unheard by the masses around her.    It seemed the soul of Rafaela inside of her was being a bad influence.  Normally gentle and kind, she was also very old school in her philosophy for dealing with people that wronged her.  Taking an eye for an eye, a tooth for a tooth.  

    Let me have control, I’ll take care of Kiri  for you.  Then we’ll see how they like being under the boot-heals of occupation.  Rafaela was urging her to go on a rampage and Ryuko had to admit she was sorely tempted to agree.  The main thing keeping the crowd back wasn’t reverence but  the sheer level of animosity coming off her like waves in a storm.

    Closing her eyes to centre her troubled thoughts Ryuko let out another sigh. She had paid a heavy price for the use of Rafaela’s abilities when she had stepped in to help stop the Indaina Kujira from destroying the Heavenly Emporium.  Doing so had eroded some of the barrier between their souls allowing Rafaela  to influence her more than ever before.  

    The only way to reverse the damage done was winning her trail and gaining control of her entity.
    Part of the reason she’d gone overseas was to look for a skilled doctor capable of performing a bloodline implant surgery.   If she gained the powers of the nature clan it would grant her an immense boost as a sage which in turn was the final key she needed to ensure absolute success in her trial.    Unfortunately she hadn’t had much luck in her search which left her in something of an awkward position.

    Given how strong Ryuko was already, some might think she was paranoid for not taking the last step and initiating the control trial anyway.  With all the work she had put in over the years towards this singular goal she should have fairly good odds.  The thing was she had seen other powerful shinobi that could rival her take on similar entities and fail, leading her to believe no amount of preparation was too much.

    Right now she stood at the precipice of two paths. She could give into the bitter tears and rage to become an incarnation of ruin and destruction.  Doing so would perpetuate the cycle of violence and bring happiness to nobody.    Or she could try to overcome the nearly overwhelming wraith building up inside her and rise up to new heights to become something more than what she was now, even if Ryuko wasn’t quite sure what that something was.

    Easier said than done though.  Much as she might like to pretend that she had transcended her humanity, Ryuko was still as human as anybody else, with all the complicated emotions that came with being one.   Considering she had formerly been the Raikage you would think that she was good at thinking on a purely rational basis and while to an extent that was true the fact remained that Ryuko’s heart had always been a bit bigger than her brain.  Perhaps the other kage would laugh at her and consider this a weakness to exploit but to her it was one of her greatest strengths.  

    I am not some mindless beast driven by naught by instinct but a disciple of the god of wisdom.  Ryuko reminded herself as she did what a priestess ought to have done in the first place.  She knelt down on the ground and cupped her hands in supplication.    

    “Oh Great platinum dragon swimming upon the sea of stars, Please grant your wayward child guidance.”  She said reverently praying for salvation from her current dilemma.   Though she had not imbibed the sacred drink that made it easier to commune with her deity, that was hardly an impediment for her.  As a Vestal she was closer to Hakkin than most which meant she could hear his voice if she concentrated hard enough.  

    “Remember Ryuko it is the lives of people that are my jewels, not the land upon which they live.  As long as they live well, whoever is in charge of such land is of little importance to me. “  echoed a warm and kind voice. Hearing the core tenet of her religion again cleared away the fog of doubt from her mind and a smile came to her face as she realized that if anything she had been presented with an amazing opportunity.

    As a Vestal force was supposed to be a last resort.   As smart as she was, she didn’t need to resort to that to advance her agenda.     Many people had tried to unify the continent though the use of military might and failed.   At one point Rafaela had asked Ryuko  why she hadn’t tried to do so herself and Ryuko had replied because it was too much of a pain to bother with.  

    History had shown that whenever an empire grew too large it inevitably collapsed.  This had proven especially true in recent years.  For a time the territory of the Konoha had grown exponentially only to shrink dramatically thanks to the actions of the mad cat  Tatsu.   Ryuko had deliberately avoided growing her own territory past a certain point in order to avoid that type of collapse but in the end Kumo’s downfall had been inevitable.

    At some point each and every one of the major villages had suffered a setback of some kind or another, sometimes even multiple times. After all the success during the war Kumo’s turn of misfortune had simply come around again.  It wasn’t all that bad though,  If Iwa could bounce back from being conquered and regain their freedom then it wasn’t out of the question for Kumo to do the same. Not that Ryuko had any intentions of walking in their footsteps to achieve similar results.  No, she had a different path to Unification in mind.

    “Everything will be alright.” She said brightly to herself as she stood up.  The first order of business for her newfound path would be speaking to Arisu about what she had in mind. She had no doubt that her proposal would make for a surprise for the princess but hopefully it would be a pleasant one.

    That said, traveling from Kumo to Kiri the conventional way was going to be an utter pain in the ass.  Ryuko had many places to be and many people to speak with, she didn’t have the time for long unproductive boat rides.  If only she had a shuttle craft on hand, but like most of Damian Darhk’s inventions the bulk of them had been lost during the course of the war.   Technically Ryuko knew where one might be located but it was both out of her way and in need of repair which meant it wasn’t an option for this particular trip.

    Luckily for Ryuko she had other means at her disposal.  She’d long thought of ways she might be able to get around quicker.  Kumo processed the Heavenly transfer technique which she knew how to perform as long as she had the appropriate platform at hand.  Thankfully that happened to be the case since while Rajin may have destroyed the main Administration building the Platform had been located elsewhere.  

    As Ryuko  made her way to the platform she silently gave thanks to the first Raikage.  It was her predecessor's disposition for not putting all their eggs in one basket that would make Ryuko’s plan of action possible and not just another pipe dream.

    That said, for how usefully Heavenly transfer could be the technique had a fatal flaw.   It was meant for transporting inorganic matter.  If you tried to use it on a living being of flesh and blood it would tear apart all but the toughest of people.    There were ways around this problem such as processing high level regeneration of some kind.  As the Host of Rafaela she could theoretically do that provided she didn’t mind some pain and depleting a large chunk of her entities' chakra reserves.    Provided it is that Rafaela herself decided to cooperate which wasn’t always a given due to Ryuko’s lack of control.   Well it's not as if I can just sit back and allow you to die. I'm the one who'll have to suffer while I wait Hakkin knows how many years for my next host to be born.  

    Heavenly transfer had another flaw. It only worked one way.  Once you teleported typically you’d have no way to teleport back since you wouldn’t have a platform to work with.  Ryuko wasn’t considered a sage for nothing however and she’d worked out a solution to that as well.  

    Channeling Chakra into the ring on her right index finger generated a burst of smoke outside the building the platform was in from which rose  a twenty meter tall green turtle named Koopa that she had summoned.  Drawing her Hakkin’s fang sword from the holster on her belt she used it to cut the platform loose from where it had been secured to the floor.  Once she was done with that she put her sword away and then picked the platform up with one hand. It was larger than she was, but nothing she couldn’t handle while in her sage mode.  She was going to use her enhanced state  soon anyhow as an extra precaution to protect herself since this was the first time she had tried this method of teleportation and it never to be a little extra cautious.  Using it now wasn't a waste of energy in the slightest since the difference in activation time was negligible.  

    Carrying the platform outside the building she gestured with her free hand for Koopa to get down on all fours.  Once the turtle obeyed she placed the platform down onto his back then used some ropes to secure the platform to the creature.   Now whenever she  called upon this particular summon again the platform would come with him.    In essence, she had just created a mobile teleportation platform.  

    For a moment the Queen paused and wondered if what she was doing was technically stealing since right now Kumo fell under Kiri control.  Typically speaking she wasn’t one to engage in unlawful acts such as theft.   Then again it was her property to begin with so she was merely taking back what was hers as far as she was concerned.  As it stood  she wasn’t sure if Kiri had the notes necessary to make proper use of the platform. if so they would just have to settle for building one of their own. Though perhaps they wouldn’t need to depending on how her upcoming discussion with one of their three princesses went.

    “Well. Here goes nothing.”  With a light skip she hopped onto the turtles back then proceeded to walk onto the center of the platform.   Her hands flashed into the ram hand seal she and vanished in a flash of light, her turtle soon following after her as it too vanished in a puff of smoke.
