(IE, if someone's birthday is in June and they were inactive the entire year and tried to claim in October, then no.)
If that same person was active January-May, fell inactive for 3 or 4 months and missed their birthday, but came back in August or September, they'd likely have been approved for it. It all depends on their period of activity and whether they were around or active in the year.
Also, not to be too nitpicky, but if the B-day exp is declined, so is the Indra Path claim and everything that granted, as I wouldn't be able to afford the unlock without it, so please re-audit your approval.

Update Type: Requesting Bonus Exp
Information: Requestion Bonus experience of at least 95, but maybe up to 300 so that my previous claim of "Indra Path" and all that came with that isn't invalidated. The Bonus EXP is predicated on me being very in character with her at all times and actually defeating the real 2 Tails and bringing it to heel.
