To all my subjects, welcome to your new position as members of the Nekoian Empire, the glorious Fire Nation. So far we've spread to the Land of Rain and Rivers, to the Land of Earth, to the Land of Tea and the Land of Waves. The Northern Continent is slowly being painted red with our colors.
Many months ago I started this project looking for Yui, conquering our neighbors, not for power, but to leave no stone unturned looking for my Human, and to give protection and stability to all the lands. So that all may prosper and enjoy the freedoms and quality of life I've given to Konoha. To ensure that no land suffered as Iwa did when Konoha took over with no ground work to see them be whole.
So now that changes. The legal documents are well in hand, the ink dried, and headbands made. All will wear the new symbols of our nation, and embrace our colors. But i'm not a tyrant, I believe that all should be free to pursue their passions. So I'm making an open statement.
To all peoples in my Empire, all clans that feel they'd rather do anything but fall under my loving and generous kitty embrace. You can leave to whatever other nation will take you, you will be given safe passage, and will not be considered Missing Nin.
I'll even gladly sign for you transfer once you arrive so no laws will be broken.
That said, after a weeks time? Anyone not wearing the colors or the appropriate uniform will be reprimanded, and face jail time for insubordination, or if violent about it, death for treason.
That said I know that you all have traditions, and complacency that is being challenged. So if my generosity, my ability to make the only Elixir of Eternal Youth. and my endless efforts to increase all of your quality of lives are unappreciated. I see that more than a few might try to take my life.
It was similar to ruling nations in the Land of Earth, and even the Land of Wind during their Imperialist Era. And if my historical knowledge even the Land of Fire had several Empires, assassinations will be attempted. So I'll be in hiding, ruling our empire from the Shadows.

Purpose:
Main Purpose: To expand our nation.
Like fire, we must always expand, enhance our forces, build up our lands, consume all minor nations, Lands of our Enemies, Threats to our nation, and just places that our Enemies enjoy.
Might makes Right is the law of cats and nature. So we must do all in our power to be mighty to protect those we love.
Has the List of all the things our conquered nations have, and what we've yet to gather.
Sub Goals:- Do what we can to be Mighty: Communalization of Exclusives to our Ninja. To those who can wield the power and have the need.
By allowing power to the proletariat, by letting all arm themselves, we let all ninja in our nation be powerful because if our ninja are mighty, our nation is mighty.
Holding back power weakens our nations assets, and thus weakens us as a whole. Any action taken to make our nation mightier must be taken. - Increase the Nations Quality of Life:
- Missions of Ninja training and aiding farmers so that production may increase. (Or developing fertilizers or other chemical agents to help.)
- Missions that patrol, strengthen, and guard our nation.
- Missions to protect our people.
Buy working to enhance the land, the people prosper, if the people prosper than the nation prospers, if the nation prospers, we all succeed.
We as a nation, must strive to increase the quality of life and the prosperity of all within our empire. - Promote Wealth, Fund Progress::
Fund scientists, chemists, craftsmen, entrepreneurs, artists.
By funding progress, and those that enhance the quality of life for the masses. All the aforementioned, are the future of this nations property. - Ministerial Duties:
As a whole. Ministers are supposed to guide, aide and advise the Benevolent Overlord, and if need to reprimand the Emperor.

Minister of Financial Security:
Works to ensure that a repeat of the Konoha Thefts never happen again.
They are in charge of security of secrets and wealth, and are in charge of finances. They and their team ensuring all the accounting is right.

Minister of Resources: Funding Chemist to make things to boost production and quality of production. Ensure revenue streams are coming in, and aid in collecting nation wide wealth.

Minister of Education and Reforms: Ensures everything is done to enhance the education and power of the nation's citizens. And if laws need be changed or made. Has that power. With The Benevolent Overlord having veto power.

Minister of Royal Reprimand: This Minister is able to legally, and without retaliation smack the Benevolent Overlord if they did, are being, or said something stupid / deserve being smacked.
As well as can verbally or at times, non-lethally physically reprimand the Overlord.

Minister of Ministerial Discipline: Ensures there is no corruption, misdeeds, or what not among the managerial staff and their employees.

Minister of Art:: Ensures Scientist (Chemist, Engineering, Weapon, Armor, and Puppetry); Entertainers; and Artists (and other forms of Entrepreneurial Development) gets funded. As long as their creations some how benefit the Nekoian Empire.

Minister of Infrastructure: Double checks all the Non-Disciplinary Ministers allocate Nation money to get roads, needed personnel and start building things within the nations we take to ensure safety, power and prosperity to our conquered homes.

- Tourism and Recreational Drugs:
Tourism, money from Tourism, and Lax Recreational drug laws are to always be in effect.
Building Spas, Arcades, Amusement Parks, Resorts, etc. And legalization of Weed, Cigs, Booze, Catnip and Hallucinogens (outside of Misdemeanor Public Disturbance and Public Intoxication) are to be a cornerstone of Nekoian Law. - Cat Protection Clause: Every cat a home, with good Cat Subservient humans.
Every cat all the catnip, milk, and kitty treats they could want.
