Ruling: The Otsutsuki Chains holding up versus the Hotei Hands is VALID
Based on the durability of the Otsu Chains (A-Rank), they will eventually be destroyed by the Hotei Hands. Their strength however (S-Rank) does allow for them to protect Arisu, Yusuke and Naitome as described by Arisu as the Hotei Hands are exerting crushing force of S-Rank vs. S-Tier Strength.
The Otsu chains however are not strong enough to destroy the Hotei Hand, their durability wouldn’t allow for it without them also being destroyed.
The Hotei Hands and The Gedou Statue are evenly matched in power.
