RULING:
Nozomi's post stating that her hair blocked Amaterasu is invalid and she must edit accordingly. As Lyon mentioned, if it was truly impossible for Akihiro to see any part of Nozomi's skin (face, eyes, or neck) an edit should have been requested. Akihiro has used the Sharingan's predictive and analytical abilities to ascertain the exact positioning of Nozomi's body in relation to her hair. In fact, he mentions taking stock of her movements far earlier than in his combat post and in his attack post he specifically accounts for the presence of her hair. Nozomi's hair is not an immovable/impenetrable shield that remains static as she moves around. When she's walking to Hana her hair will shift its position and potentially expose parts of her face, eyes, and neck. That's just how the human body works. Now if it is Nozomi's contention that at no point her skin could possibly be seen through her hair then that's something that she needs to alert Akihiro of but unless there is a technique or specific ability at play here I do not interpret hair to act as an viable shield to Amaterasu. Nozomi has relatively short hair and to hold that it can block Amaterasu without taking ANY damage would essentially allow anyone with long hair to insta-block the technique. I would find that to be absurd.
Additionally, Nozomi specifically mentions that Akihiro is in her peripheral vision:
She clarifies that she is not looking directly at him and thus is not vulnerable to Genjutsu: Sharingan which is fair, but she does note that at the very least she can see him. This means at least part of her eyeball is exposed to Akihiro. If part of her eyeball is exposed to Akihiro then she can see Akihiro through that part of her eyeball. In turn, Akihiro can see that part of her eyeball. Not enough eye contact to cast visual Genjutsu but certainly enough to aim and connect Amaterasu.
Nozomi's hair will do some blocking but ultimately not enough to leave her totally unscathed. Unless she edits to use some other valid intervening technique or ability, Amaterasu will connect to part of her eye, cheek, and neck inflicting severe S-Rank burn damage. Fortunately due to her high Con it would not be enough to take her out of commission.
Additionally, Nozomi's usage of V1 to contain and remove the flames is valid.
However, the black flames will strike part of her eye, cheek, and neck. As a result they will instantly engulf her head and from there they will begin to spread down her body. Nozomi will be knocked unconscious as a result of Akihiro landing such a powerful blow, however, V1 and major Bijuu healing will be permitted to take effect less than 1 to 2 seconds later. This healing will undo the damage specified, increase her Con to S, and allow her to remove the flames as described. Nozomi may edit so that her post is consistent with this ruling.
Appeals Decision
The timing of the Bijuu healing was contested. Bijuu healing is described in the rules as "instant" however rather than taking absolutely no time, Staff has ruled that it will take a short period of time lasting under 1-2 seconds. Thus, Nozomi will be able to take damage and heal from it within that time-frame. She may then obtain the benefits of S-Tier Constitution and thereby remove the Amaterasu from her body using V1 cloak.

- Reasoning:
I've reviewed both video evidence and my ruling remains largely the same.
Itachi v. Mizukage does demonstrate that the V2 cloak cannot hold Amaterau back however this does not necessarily contradict the fact that Naruto DOES block it with V1 in a later episode. As Noz rightfully pointed out V1 cloak does have abilities and flexibilities that V2 does not offer. Even though V2 is harder to pierce with a sword for example it does not debuff perception nor the same degree of manipulation and coagulation shown in the series. This is just part and parcel of the standard differences between the two forms. A hammer is not always better than a screwdriver, its just a different tool from the job. Also not insignifcant is the fact that Itachi v. Mizukage is filler and while that doesn't matter much it is more of a reason to favor the V1 as a valid counter to Amaterasu theory.
I am also persuaded by Noz's video clearly showing Amaterasu being pushed off of Nakago via Shinra Tensei. Note that the flames have touched his skin at that point and have not been previously blocked by clothing or a technique (his upper body is completely exposed, he is 75% naked, and you can see the flames directly on his flesh) never theless the technique was able to get rid of Amaterasu without sacrificing body parts. On Gladius, this phenomena is not written into the text of Amats nor in the text of Shinra Tensei. Nevertheless, it is a valid and sensible result. I would see no harm in ruling such as it is categorically impossible for the registration of CANON jutsu to contain every possible interaction with other jutsu/phenomeoa. Thus canon when consistent with the text can be used as gloss to further clarify and illuminate registered jutsu. Again, this is nothing new. We ruled this in Aki's fight with Izumi regarded the Lantern Fireball Jutsu.
I do not see this interp as directly conflicting with the text. Amats mentions that the flames need to be cast off or removed that is very much consistent with what Naruto did in the video and thus as a matter of fairness, consistency, and logic I'd rule that V1 can do exactly what Noz aims to do which is to contain and remove Amaterasu from one's skin. Similar to Shinra Tensei this interaction is not written in the text of the abilities but because it is supported by canon and is sensible with respect to the text. That's my ruling.

RULING: Nozomi will be able to jump to attempt to avoid the spike but her reaction will be delayed and thus given the high speed of the technique she will sustain severe although not lethal injuries. I agree with Akihiro that the nature of the precog allows him to prep and activate the technique so as to make it very difficult to avoid (all the more reason offensive precogs MUST be fixed). I agree that Nozomi cannot really see the gesture and even if she could, D-Rank Intel is simply not sufficient to connect that gesture with the imminent usage of the technique. She also may not use Isobu to alert her to the fact that this specific technique will be used. She may have a close relationship with him but ultimately she has not unlocked Bond in this specific thread and thus she cannot use Isobu's general knowledge and advice to her own benefit. That's simply not allowed. I also want to say if Nozomi snaps into Chakra Mode, she is no longer scrambling his sharingan's ability.
That being said, I agree with Nozomi that A-Tier Perception could still feel a shift in the Earth that occurs due to the manifestation of a giant spike. Unfortunately, because of how fast she is moving, the speed of Akihiro's technique, and the prepared nature of it at a critical window of vulnerability, her ability to react will be delayed even at her high coordination and speed. She will jump and avoid death but the spike will still gore her foot rendering it unusable (unless she heals) and slice her arm and chest pretty badly incurring significant bleed damage. She isn't in danger of dying but it will hobble and arrest her movements. She might still be able to completely avoid the second spike given it is moving comparatively slowly and she still has outrageously powerful speed/coor. Unfortunately, dodging the other attacks lobbied at her simultaneously will be obviously difficult given her injuries but healing could probably put her back in action to respond to those attacks. Nozomi must edit to be consistent with this ruling
