Description: Tengādian is a mastercraft Shield created by Damien for Ryuko, following her specifications as to its size and appearance. In appearance Tengādian looks like an Ecranches, however when strapped to the users arm a small flick of the wrist can cause the shield to show it's true form of a Tower-Shield 3 feet tall. In the center of Shield in both forms is a large Crystal.

Effect:
Effect: When an energy-based chakra attack makes contact with the shield, all damage that hits the shield within a 5 meter radius zone of influence of the is negated, up to S-Rank techniques. The user may choose when to negate energy-based attacks and may only negate up to 10 energy-based chakra attacks. Any energy-based chakra attacks that contact the shield will grant the chakra of the attack to the crystal.  

The crystal can store up to a maximum amount of chakra equal to the user's Base Stamina maximum (If the user has A-Tier Stamina, the crystal is capable of holding and can only absorb up to 260 CP worth of chakra).   However in order for the wielder to use it as a secondary reserve they must first bond with the shield.  Every wielders access to the pool starts out at Zero but can be increased through investment with EXP. This will require an investment of 50 EXP for every 10 Cp unlocked.  

Only 100 Chakra stored by the crystal may be used by the user in a single post and the user must still preform the requirements need to cast the techniques (handseals, etc.) . The amount of energy-based chakra attacks that the shield can negate will be reset upon leaving the thread. The user also gains access to the Ultimate Shield Shadow Clone enchantment.

It is important to note that the zone of influence for negating attacks scales with the size of the shield itself.  If one where to use a technique to double the size, the zone of influence would also double.  This scaling is limited to a maximum increase of 10 times which would resulting in a 50 meter radius around a 30 foot tall shield.  

Because of the shield's unique properties, having it equipped grants the user +1 Tier to Constitution


Weakness: The user must have their feet firmly planted and cannot move to negate the energy-based chakra attacks. If the user does not have their feet planted, they will be affected by a knockback equal to the remaining range of the jutsu at the point of negating the attack. (if an attack has a 100m range and the user blocks the attack at 20m away, they will be knocked back 80m). All energy attacks that goes beyond the zone of influence of the shield (the parts that aren't negated) may still deal damage. This shield's negation properties are ignored by physical based attacks such as weapon-based attacks, Doton, and Suiton based techniques. If the crystal is broken (S+ hardness), any stored Chakra within the crystal completely vanishes.  

Requirement: In Tower mode the Shield can be wielded by either both hands with C Rank Strength, or one hand with B Rank Strength.   The user is required to have at least B Rank Stamina in order to use the Crystal.

It is important to note that the zone of influence for negating attacks scales with the size of the shield itself.  If one where to use a technique to double the size, the zone of influence would also double.  This scaling is limited to a maximum increase of 10 times which would resulting in a 50 meter radius around a 30 foot tall shield.  

Because of the shield's unique properties, having it equipped grants the user +1 Tier to Constitution


Weakness: The user must have their feet firmly planted and cannot move to negate the energy-based chakra attacks. If the user does not have their feet planted, they will be affected by a knockback equal to the remaining range of the jutsu at the point of negating the attack. (if an attack has a 100m range and the user blocks the attack at 20m away, they will be knocked back 80m). All energy attacks that goes beyond the zone of influence of the shield (the parts that aren't negated) may still deal damage. This shield's negation properties are ignored by physical based attacks such as weapon-based attacks, Doton, and Suiton based techniques. If the crystal is broken (S+ hardness), any stored Chakra within the crystal completely vanishes.  

Requirement: In Tower mode the Shield can be wielded by either both hands with C Rank Strength, or one hand with B Rank Strength.   The user is required to have at least B Rank Stamina in order to use the Crystal.

The Shield STILL requires attunement as has been stated in DMs and was stated by the staff -- hence why the item requires attunement. It's not only the additional chakra, but the fact that it can also absorb chakra that requires the Attunement. Any piece of gear with an ability will require attunement -- so there really is no way around that fact.

The Belt is fine.

Except that's not how the rules are currently written. The idea that any piece of gears that has an ability requires attunment is categorically incorrect.

The rules state a clear list of things that count as attunments. Resistances, Stat Boosts, Stat Debuffs, Power Boosts, Power Debuffs, and Chakra Reductions.

As additional chakra and absobing chakra do not fall under any of those categories. Logically speaking they should not require attuinment.

If Staff wants to change things and add those to the list that's their prerogative but please update the rules first before applying new standards to submissions.
