During the Warring States period, the Hidden Cloud employed them as a means of psychological (and biological) warfare--preventing adversaries from collecting their dead for burial. The story goes that Naseru the First, intrigued by the cruelty of mankind, offered their services in exchange for a near endless supply of food. As cleaners, the vultures would strip the battlefield of the dead, preventing the opposition from learning secrets, jutsu, and bloodline limits. They were also vital in infiltration, making evidence disappear entirely.
Bearded Vultures dwell among the cliffs and valleys of the Land of Lightning. They ride the thermals generated by the winds, soaring over the rocky landscape in search of food. Vultures have impressive eyesight and an even stronger sense of smell. Vultures, by their nature, are considered to be an “abomination amongst the birds”, reviled by many as “raw, ungainly ghouls”, and described by texts as the epitome of “sloth, filth, and voraciousness”.. Infamous for their preference for carrion, the Bone Vultures of the Land of Lightning feast on the dead, with flocks capable of stripping a carcass. The bulk of their diet consists of bone-- marrow, shards, and all. As such, these beasts are favored by the Hidden Cloud’s Corpse Unit for completely breaking down and removing traces of the dead. Such a diet warrants powerful digestion, and the Bone Vultures use a stomach acid so powerful it can destroy S-rank Poisons. Their immune system is nothing to scoff at either; able to shrug off some of the most ruthless diseases in nature, as a result of their diet. Bearded Vultures are distinguished in rank by the iron-rich soil and dust they apply to their white feathers.
War-like and shrewd, Vulture society is a complex and little understood hierarchy. The bearded vultures commonly summoned have been likened to “dragons”, for their sharp golden eyes, and distinct red-dusted feathers. Bone ornaments are common throughout the Flock, with some birds wearing scraps from fallen Shinobi. Sozeic the “Fog of War '' flies into battle using the forehead protector’s of his victims as armor, while the Yashad use jaw bones as necklaces. The Vultures fight amongst themselves for the best trophies-- bones and armor are highly coveted.

The Flock has followed humans across the continent for as long as violence has persisted. It's no surprise that creatures as hardy and clever as vultures, have established numerous ways to be summoned.
- Summoning Options:
Shadow -- Custom technique must be registered. Similar to numerous other Contracts, Vultures can be summoned from the shadows. Often cast from a sleeve or the users clothing, Shadow summoning methods allow the user to surprise and ambush their opponents. Shadow Vultures can be summoned using a registered technique.
Clone -- Custom technique, must be registered. Vultures can be utilized as a medium for cloning techniques. Using the mechanics of the Shadow Vulture, a Clone technique will resemble the caster and have a finite supply of chakra. Vulture Clones require less chakra than a traditional Shadow Clone, and can reform themselves if the vultures are dispersed.
Sealing Tag -- A sealing tag or chakra ink, applied to a surface or item, and marked with the Summoner’s blood can be used to call the vultures.
Offering -- Using a fresh corpse (PC or NPC), the Summoner arranges the body with its limbs splayed, turned towards the sky. With the body’s blood, the Summoner will inscribe the kanji for “Feast” down the center of the breast. A Kunai Knife has been observed plunged into the heart on occasion, what purpose this serves is unknown. Following this inscription, the Summoner weaves the Bird handseal and a savage flock of vultures materializes from thin air, devouring the corpse entirely, bones and all. The flock can be used for additional purposes.
Tattoo -- Those skilled in Fuinjutsu and Summoning can inscribe a tattoo on their forearm (or on an article of equipment, like a bracer). The Flock can be called by placing a drop of blood at the center of the mark. This method is handy for calling them in lieu of handseals.
Summoning Jutsu -- Traditionally, the Flock of Naseru can be summoned as individual birds, or groups through the Summoning Jutsu. A Summoning Formulae will spider from the user’s hand(s) onto a surface, and with a flash of smoke bring forward a Summon. Often used to call the Major and Boss-class of Summoning.
Dark Release: Summoning Jutsu -- Unique to the Mikiri Clan and their "Inhaling Maw" and "Judgement" abilities; externalized chakra is absorbed, and recycled into this Summoning technique, imbuing the creature.
Requirements: Vultures are found throughout the icy mountain ranges of the Land of Lightning, frequently competing with other major predators for resources. The vultures have aligned themselves with the Hidden Cloud, and are favored by the Cloud’s Corpse Disposal Unit, and more recently, Irui of the Mikiri Clan.
Drawbacks: The Vultures are naturally weak to Earth Style, and are very cautious about landing on the ground. Earth Style techniques cost 1 rank less to defeat them.

Description: A clone technique that uses vultures as the medium, combining several of them together to form material for the doppelgänger. The clones are capable of performing techniques on their own and can even bleed, but will usually disperse after hit by a strong enough force. The clones can also disperse on their own or be dispelled by the user of the technique. Unlike a traditional Shadow Clone, Irui donates a portion of chakra (ex. 30 CP) to provide stamina for the technique. Due to its use of Vultures, the clone can freely disperse and reform at will, including in mid-air.
Irui favors Vulture Clones as a distraction, trap, and communication method, capitalizing on the vulture's long-distance flight. Due to the Vulture's proficiency in Medical Ninjutsu, when the Vulture Clone is destroyed it releases a highly corrosive "Vulture Acid" that is capable of dissolving Equipment/Items of B-grade or lower, snd lowers Constitution by -1 Tier. Vulture Clones can also disperse themselves into numerous smaller familiars for ease of travel, allowing Irui to use them for reconnaissance. These clones are especially ideal for evidence and body removal. Can be chained with "Sky Burial" and "Substitution Jutsu".
Weaknesses: Vulture Clones have the same drawbacks as standard Shadow Clones and Crow Clones. If at any time the user is inflicted with heavy damage in contrast with their Constitution all clones will be dispersed. Also the user must not fall under the exhaustion threshold (below 30% their chakra) to maintain or create clones. Clones have a max base Constitution of C (or lower if the user's base constitution is lower). If the user has natural S-Tier Constitution then it can be improved to B. If a clone has lower than 30 chakra, they will also be subject to the exhaustion penalty as per the Stamina rules.

Description: The stomach acid of vultures is simply legendary, it's what allows them to devour virtually every piece of an animal. Bearded Vultures in particular feed on bones, demanding a powerful stomach acid to match. "Vulture Acid" is produced passively by vultures, and can be spat or released upon death by them. This acid is powerful enough to destroy equipment and items of B-grade or lower, and will drop the opponent's Constitution by -1 Tier with each contact. Vulture Acid is also used in Vulture Clones as a trap and evidence disposal method.
Weaknesses: Nullified by Water Style and Lightning Style.

Description: The holder of the Vulture Contract summons several minor vultures, using their own shadow as a medium to attack and surprise their target(s). Irui has demonstrated the versatility of "Sky Burial" as vultures can be called from thin air so long as his body is casting a shadow. Vultures summoned in this fashion are "Minors", and can be used to confuse, disorient and create an opening. Their prowess with Medical Ninjutsu and appetite for carrion makes this an ideal technique for scrubbing away evidence, corpses, and items. This technique can be chained with "Vulture Clone".
Weaknesses: Vultures are Minor summons. Cannot be used with higher-ranked vultures.

All vultures, from Minors to Bosses have access to Vulture Acid. Is there a way to make this an automatic ability, or should this remain as a technique for ease of use?
