This Enhanced State is akin to Sage Mode with the exception that there is no imperfect form and users are not referred to as a Sage, this enhanced state grants the following benefits:

To start off with, 7 Tiers is a bit too much. We suggest removing the stamina buff. Stamina Buffs are generally a bit... iffy and usually we don't like forms that grant stamina. 6 is about on-par with Sage Mode.
Further Boosts: Probably change the way this is worded to:
To unlock the full extent of Primal Power, the user must invest in their growth and development. For 250 EXP, the user may increase the bonuses granted by entering Primal Form, by +1 Unique Tier. The stats affected are: Coordination, Constitution, Speed, and Perception. The user may only be the bonus to each stat once with Coordination capping out at +2 UQ Tiers.

+ Primal Energy:

Going to be honest, this is a little overpowered. This reduces the cost of every technique used by 1 rank or that can be used to increase the rank of the technique by 1 rank. There is no limiting factor to doing this. Sage Mode has a limiting factor for doing this in the fact that the user has Senjutsu Chakra that limits how many techniques can have the costs reduced and Senjutsu Chakra that limits how often one could Sage Enhance their techniques. There needs to be some kind of limiting factor for Empowerment Option. Chakra Cost Reduction also needs to be tightened up to grant reduction to certain types of Skills -- This shouldn't affect all types of skills. This will be determined depending on what limiting factor you have for this.

+ Primal Instinct:

The amount you're asking for is far too much. I would suggest making this a stat-swap, using your Perception as the base for your Precogs rather than your intelligence, following the Pre-Cogs rules -- but using Perception rather than INT. Please fix this.

Removed the Precogs from primal Instinct and made it where the user is able to track movements of 1-tier higher than their perception as though they were equal. In this heightened state, their hair undergoes a mesmerizing transformation, shimmering with a silvery-grey hue that seems to dance with the very essence of energy itself. Each strand elongates and spikes upwards with an unparalleled ferocity, defying the constraints of gravity as if reaching towards the heavens. Their physical form becomes a testament to newfound power, muscles swelling with an otherworldly strength that pulses beneath their skin like a dormant volcano ready to erupt. But perhaps most striking of all is the crackling magenta aura with a black core that envelops them, a tangible manifestation of untamed power that dances and flickers with an almost sentient awareness. It crackles and arcs with an electric intensity, casting shadows that seem to writhe and twist in its wake, a living testament to the boundless potential that now courses through their veins.

This Enhanced State is akin to Sage Mode with the exception that there is no imperfect form and users are not referred to as a Sage, this enhanced state grants the following benefits:

Primal Power:
Primal Power, bestowed upon the user in their Primal Form, ignites their latent potential, unlocking a series of unique boosts to their physical attributes. Upon obtaining Primal Form, the user experiences an initial surge of power, granting them: +2 Unique Tiers to Coordination, +1 Unique Tier to Strength, Constitution, Speed, and Perception.

Primal Energy:
Primal Energy surges through the user's veins in their Primal Form, empowering their chakra manipulation and enhancing the potency of their techniques. While in this heightened state, the user has access to Primal Chakra. Primal Chakra is the energy reservoir drawn from when using Primal Form and is spent in the Primal Technique Enhancement. The amount of Primal Chakra available is based on the amount of training put into Primal Form. The Primal Chakra Pool starts out at 0 (zero) but can be increased through investment with EXP (50 exp per 10 primal chakra points). The limit to how much they can have is equal to half of the user's Base Stamina worth of Chakra.

Example: If the user has a Base of A Stamina, this gives them 260 Chakra, their maximum amount of Primal Chakra is equal to 130. This will require 13 investments of 50 EXP each, equaling to 650 EXP

By mixing Primal Chakra into a technique, the user is able to enhanced the Power and Effectiveness of that technique. In order to do this, the user needs to spend half of the technique's cost using their own chakra and the other half using their Primal Chakra. Doing this will increase the Power of a regular jutsu by 1 Rank. This may not be used to make the Power of a technique X Rank Power.

Gathering Primal Chakra requires the user to remain still in meditation for 72 hours before their pool is 100%, alternatively the user can pay 250 exp to have their pool start at 50%.

• The user may also create shadow clones to remain still and gather chakra, dispersing the clone to transfer the Primal Chakra to them. The maximum primal chakra the clones can gather is the same as their creator.
  
• As Primal Chakra works the same as Sage Chakra, if the user has a way to absorb techniques and add chakra to their own pools, the same method can be used to absorb Senjutsu enhanced techniques adding the nature chakra to their Primal Chakra Pool.
  

Primal Instinct:
Primal Instinct, an innate aspect of the user's Primal Form, heightens their instinctual awareness and reflexes to unprecedented levels, allowing them to react to threats with unparalleled precision and efficiency. While in Primal Form, the user no longer has to strain their eyes or other senses to focus on an individual in order to keep up with their movements, allowing the user to easily track movements that are one rank higher than the user's perception perfectly without extra focus. Even the slightest muscle movements do not go unnoticed by the user, giving them the ability to react to things they might not have been able to otherwise.

Primal Magic:
Primal Magic represents the user's ability to tap into the primordial energies coursing through their being in their Primal Form, unlocking the mystical ability of flight, granting the user the freedom to soar through the skies with unmatched agility and grace.

By channeling 5 primal chakra per post, the user gains the ability to take flight while in Primal Form. This ethereal flight enables them to defy gravity and traverse the air with ease, granting them unparalleled mobility and a strategic advantage over grounded opponents. Their speed/coordination within the air is equal to that of their speed/coordination stats while in this state.

Upkeep:
Maintaining the Primal Form state imposes a continuous strain on the user's chakra reserves, requiring a steady expenditure of energy to sustain its heightened abilities. However, the user can optimize the efficiency and sustainability of Primal Form, ensuring that they can unleash their full potential and dominate the battlefield with unmatched power and prowess.

• Base Upkeep: By default, activating Primal Form incurs a chakra cost of 20 Primal Chakra per post while the state is active.
  
• Enhanced Control: By paying 500 experience points, the user may decrease the chakra cost of maintaining Primal Form to 10 primal chakra per post.
  
• Mastery: For an additional investment of 500 experience points, the user can further enhance Primal Form by lowering the cost to 5 primal chakra per post.
