    *^ What happens if they are equal? Also does it matter if the cut is taking off a limb or just making a superifical scratch? Are all cuts treated the same for the purpose of this technique?

    Upkeep cost: This needs to be bumped up. Firstly, A-rank jutsu generally have B-rank upkeep cost. Considering that clones don't require those, I understand you lower it further. But Hiding in Mist itself costs 3 chakra at least, so setting yours at 1 for a more advanced technique isn't acceptable.
    Considering that this involves a clone technique, please add the half/half chakra splitting in your description for clarity as well.

    Speed: there are two different speeds here, but I only find one back in the jutsu. Whatfor is the second speed?

    Hand seals: You mention N/A, but your description clearly states needing hand seals. Please add the hand seals here.

    Description: By manipulating the amount of oxygen in one’s blood through controlling their breathing pattern the user of the Breath of Water style can greatly increase their reflexes, agility, and strength until they all become monstrous. While an evolution of the basic swordsmanship style of Kendo, the Breath of Water style is incredibly adaptable and flexible.  

    Taking advantage of the Hozuki’s Hydrification, movements in this style are designed to be adaptive to sudden and expected changes in physiology. It is not uncommon to see the partial liquefaction of bones and muscles to allow portions of limbs with no joints to bend at ninety degree angles, or the circulation of liquid in one’s foot to provide forward momentum without moving the legs, or holes in the user’s body to suddenly open up as to allow attacks to pass through. This allows for attacks and movements to be made that would be totally incompatible with the biology of any other human.

    This style, in order to take the highest level of advantage of the Hydrification Technique, is typically used with one hand wielding a sword and one hand wielding a "gun". In other words, prepared to use the Hozuki Water Gun Technique. This gives the user devastating options at both close-range and mid-range.

    Using this style modifies the Hozuki Water Gun Technique and all its derivatives to behave as if they were both Ninjutsu and Kenjutsu, as long as the user also is wielding a sword. This style, due to its focus on fluid but inhuman movements, debuffs the Perception of anyone attempting to track the user, or any of their Water Bullets, by 1 Tier.

    A great deal of water is generally produced through the use of techniques of this style, although in all cases this is an optional feature and may be turned off if the user would consider it disadvantageous.

This will make most items utterly useless. Any mechanism, complex functions, or abilities the item has will fail. All enchantments on the item will become unable to be used. These items will become incredibly inflexible and unable to be moved, effectively making substance like chainmail solid and brittle. The material rank of these items will be debuffed by two ranks for the remainder of the thread. These effects last even after the maintenance of the jutsu is ended.     Once taken out of the thread these items will eventually lose the rust through careful repair and maintenance, assuming they weren’t destroyed after being reduced to rust.

    1. Increasing the rank isn't good enough, this technique essentially nullifies the user's nervous system such an invasive ability is something more akin to Ijutsu. I'm not sure how to further balance but raising the rank is insufficient.

    2. Renders all items (even X-Rank ones) totally unusable and kills all enchantments. This is OP even for a derived Exclusive.

    Its not true to say I didn't give you any reason. I explicitly told you why my mind was changed and that it happened after modding the Restricted Technique version of Kirisame. My position is as follows:

    Ninjutsu is a common skill which is why Kirisame is a Restricted Technique in its neutralization of them.

    I never said items are strong or more significant of them than Ninjutsu, I just said complete neutralization of their inner functions along with enchantments is extremely overpowered considering how important strong gear is to a multitude of fighting styles. Upwards of six different fighting styles all depend heavily on gear to be viable and competitive and I find that a technique that neutralizes them to be overpowered.

    Kirisame becoming a Restricted Technique doesn't move the power but when I noticed how strong it is a Restricted Technique, I noticed I wouldn't want some of those properties being derived into another technique that affected items/enchantments like this. The individual custom didn't change but now that its Res Tech I have even less an appetite to allow neutralization properties like that applying to items/enchantments.

    I am giving a reason and did give a reason above. I didn't approve it before, I asked for changes and edits but after modding the restricted Kirisame version I thought it over and decided I wouldn't want those properties applied to a derived technique. I did change my mind and I did give reasons for it. You're entitled to seek a second opinion ofc but that's where I stand on it.

    This technique doesn’t completely nullify items, just neutralizes the complex functions of items made from metal. Despite you saying otherwise not all items have to be made from metal. Every single puppet in canon was made from entirely wood, and there’s nothing stopping people like Okane from registering high durability materials that aren’t metal, which he already has, and weapons being made from them. Every fighting style that relied on items would still be functional under this technique. Using bows and arrows would still work, using puppets would still work, all basic bukijutsu and kenjutsu. The only thing this technique shuts down is the complex functions and enchantments of these items, which is already a subset of a subset of items in the first place. The vast majority of items won’t even be touched by this jutsu at all, especially after the original nerfs, and the vast majority of fighting styles still work and can be used under this technique. If you’re denying this on that basis you’re more or less saying that these fighting styles are immune to nerfs, while others aren’t. You can debuff jutsu, why not items? Especially when items are free to use and require no chakra it simply makes no sense to protect this playstyle to this point.

    When you gave your responses in both Discord and in this post you didn’t give any reasoning other than “it’s way too OP” and “Kirisame as a jutsu is stronger”, despite saying in the post you made on site that derivatives of Kirisame wouldn’t be banned as a concept. And it’s especially unfair to say use “Kirisame is a restricted technique” as a part of this because I made this technique, and the vast majority of the modding was done before that was true, and while I didn’t know that would be done in the first place. This technique was based off Kirisame when it wasn’t a restricted technique, and so the current status of Kirisame being a restricted technique shouldn’t be relevant, especially after you explicitly said you wouldn’t deny it just because Kirisame was a res tech. Kirisame was able to nullify all external ninjutsu as an exclusive technique, and what this does isn't a farcry from that.

    You would need to have a limit for the number of slashes you can execute per round. Something like two slashes with this upkeep.
