Description: A mist spreads from the user’s body or mouth, or a nearby source of water, at high speeds. Based on Kirisame, this can effectively be considered a variant. Any source of water within a fifty meter radius may be used as the origin point of this technique. Any item made of metal, or even only partially made of metal within the radius of this technique will immediately rust over completely and fully, turning the entire item coated in rust. The metallic parts will turn entirely into rust, both on the surface and interior, and then this rust ride up to form a thick coating around the other, non-metallic parts of the item. Any mechanism, complex functions, or abilities these item have will fail.
All enchantments on the item will become unable to be used. The rust will remain even if the debuff ends, but will become cosmetic. Once taken out of the thread these items will lose the rust, assuming they weren’t destroyed after being reduced to rust.
Weaknesses: Only works on items that are at least partially made out of metal. People that are made out of metal or jutsu, such as those using active Steel Release techniques, are unaffected, although an item made from Tetsudashi Steel may still be affected if not an active part of a jutsu. Although, jutsu that manipulate items made of metal, such as magnet release, does not protect the manipulated material from these effects. The effects of this technique are indiscriminate, and even the user and their allies will be subject to it. Abilities related purely to the physical form of these items remain, so a sword will still act as a sword able to cut, and armor will still provide physical protection, with only complex abilities being shut off. Additionally, removing the finer functions of this technique will not remove any stat buffs the item may give, as long as these are traditional stat buffs from the physical form of the item and are not from fine mechanics or ninja magic.
This still seems to functionally make items and enchantments unusable regardless of the rank of item/weapon/armor etc. I'm also unsure what the qualifier for 'being reduced to rust' is. Is it a length of time? Certain amount of damage? I feel like this point should be clarified as it also affects allies.
This was discussed on Discord in DMs with Nyg, where I was able to convince him away his point regarding X-Rank Items and Enchantments. Other parts were removed in accordance with his modding, such as the stat debuff and the inflexibility. Also the "reduced to rust" is in reference to the fact that this technique turns metal items into rust., which is explained as being immediate and affecting metallic items.
For the record, now that Kirisame is a Restricted Technique I am very wary of derivatives such as this. Not saying you can't makes derived Kirisame jutsu but I think this is simply way too powerful. Denied
After being told in DMs that this technique was approvable after several nerfs and adjustments, I'm frustrated that you went and changed your mind without giving any reasons. Since you approved this before, and you said that I can make derived Kirisame jutsu, nothing has changed here. I'd like the opinion of another mod then who I can work with to get this approved.
Its not true to say I didn't give you any reason. I explicitly told you why my mind was changed and that it happened after modding the Restricted Technique version of Kirisame. My position is as follows:
Ninjutsu is a common skill which is why Kirisame is a Restricted Technique in its neutralization of them.
I never said items are strong or more significant of them than Ninjutsu, I just said complete neutralization of their inner functions along with enchantments is extremely overpowered considering how important strong gear is to a multitude of fighting styles. Upwards of six different fighting styles all depend heavily on gear to be viable and competitive and I find that a technique that neutralizes them to be overpowered.
Kirisame becoming a Restricted Technique doesn't move the power but when I noticed how strong it is a Restricted Technique, I noticed I wouldn't want some of those properties being derived into another technique that affected items/enchantments like this. The individual custom didn't change but now that its Res Tech I have even less an appetite to allow neutralization properties like that applying to items/enchantments.
I am giving a reason and did give a reason above. I didn't approve it before, I asked for changes and edits but after modding the restricted Kirisame version I thought it over and decided I wouldn't want those properties applied to a derived technique. I did change my mind and I did give reasons for it. You're entitled to seek a second opinion ofc but that's where I stand on it.
This technique doesn’t completely nullify items, just neutralizes the complex functions of items made from metal. Despite you saying otherwise not all items have to be made from metal. Every single puppet in canon was made from entirely wood, and there’s nothing stopping people like Okane from registering high durability materials that aren’t metal, which he already has, and weapons being made from them. Every fighting style that relied on items would still be functional under this technique. Using bows and arrows would still work, using puppets would still work, all basic bukijutsu and kenjutsu. The only thing this technique shuts down is the complex functions and enchantments of these items, which is already a subset of a subset of items in the first place. The vast majority of items won’t even be touched by this jutsu at all, especially after the original nerfs, and the vast majority of fighting styles still work and can be used under this technique. If you’re denying this on that basis you’re more or less saying that these fighting styles are immune to nerfs, while others aren’t. You can debuff jutsu, why not items? Especially when items are free to use and require no chakra it simply makes no sense to protect this playstyle to this point.
When you gave your responses in both Discord and in this post you didn’t give any reasoning other than “it’s way too OP” and “Kirisame as a jutsu is stronger”, despite saying in the post you made on site that derivatives of Kirisame wouldn’t be banned as a concept. And it’s especially unfair to say use “Kirisame is a restricted technique” as a part of this because I made this technique, and the vast majority of the modding was done before that was true, and while I didn’t know that would be done in the first place. This technique was based off Kirisame when it wasn’t a restricted technique, and so the current status of Kirisame being a restricted technique shouldn’t be relevant, especially after you explicitly said you wouldn’t deny it just because Kirisame was a res tech. Kirisame was able to nullify all external ninjutsu as an exclusive technique, and what this does isn't a farcry from that.
